Issue tunic for officers. Burocracy question.

Just an answer for those collectors who, as me, are interested of military burocracy as well as to collection the militaria objects.
In pre war time or also during the war, did the officer pay to get its issue field tunic, or its unit lented it to him as the EM/NCO soldiers?
I noticed that in all the books i have, this question has a different answer...

They were given a clothing allowance to buy clothing items but I am sure they managed to get issue items at no cost as well
