Panzer or nebel

I've seen these shoulder bords advertised as Panzer. It is not my area and I don't even know if they are good but the colour doesn't look panzer to me. Are they good? Could they be Nebel?

I had the impression they were repro but seller stated original. The colour tone looks too strong so I thought it could be nebel.

I would say they look neither like Panzer nor true Nebel.
