But just for Heer or could be also for luftwaffe(flak for example)?

I vote LW Flak regiment 51
(shiny tops...but could have been used as Heer dress boards too!)

I agree with Nick's identification.
(unless Heer dress configuration for Waffenrock or ornamented 4 pocket tunic)
Luftwaffe had a Flak Rgt 51 and Heer Artillery Rgt 51.
Either way, nice original boards!
