They don't bear any resemblance to any Heer or Reichsheer shoulder boards. Try placing your post in the Imperial Forum and also the Police and Civil organization forum.

I suspect they may be Weimar and civil service or police etc. Germany also manufactured and exported large amounts of insignia to South American etc.
