A couple of insignia questions , panzer? Tabs and Infantry boards

I need some help with identifying these boards and tabs. Are the tabs panzer or police maybe? Also the boards with 7 on them, are they 7th infantry division which was on the eastern front or maybe 7th regiment?

The shoulder boards are 7th infantry regiment.

Need some decent shots of those tabs to call it one way or the other. Pics need to be clear, straight shots of the front and backs, pipping shot wouldn't hurt either.
