This appears to be an officer based on the piped side cap and shoulderboards...
But look at the collar litzen...These are in a smaller enlisted size with piping.
I thought maybe Feldpost but those are only piped on 3 sides...

Could it be a Freiwilligen? Not what appears to be some kind of flag pin...

It does appear to be a Russian flag, as used before the Communist Revolution of 1917
(and reinstated in Russia after the break-down of the USSR)

Officer rank with these generic Osttruppen (Red litzen) with added silver officer piping perhaps?
An auction described it as such but I just wasn't sure, but now (blown up) I am seeing it!
