Converted waffenrock into walk out tunic, but why did the convert these? Thanks in advance

Per war time regulations when Waffenrocks (parade dress) became obsolete, basically less bling...regular litzen etc...
toned down with regular insignia to be used as "best dress uniform - walking out" purposes and the piping should have been removed also but many did not follow the regulations to the letter... (too proud to show their farbe!)
