Yes used by non MP branch military men temporarily performing Feldgendarmerie duties,
but another scenario for the use of this armband is the following: (and it has a very early Weimar era issuance stamp)

In the early years (blitzkrieg build up) these were intended for civil police to wear while assigned to military police duties..(mostly military traffic control...)
which is a main activity of the Feldgendarmerie, coordinating traffic flow, especially important with the fast Blitzkrieg advances! (and staging area build ups)
Many civilian cops were involved and eventually got absorbed into MP units for permanent duty as the army grew and the needs grew...and they were mobilized,
switching uniforms all together...and no longer needing these armbands.
They also sometimes wore brown MP cufftitles "Feldgendarmerie" on their civilian green police uniforms en lieu of these armband denoting their (temporary) function as MP's..
while embedded with the armed forces.

So the armband can be displayed on a military uniform with non gendarmerie branch farbe (something other than orange) or on a civilian cop uniform (performing MP duties).
