Strange uniform for identification

I posted this in the Polizei - Civilian section but not getting any traction over there...
so I thought lets try with the Heer uniform section...
Of all the uniform aficionados that hang out here someone is bound to recognize it (even if its non-Army!)

I do not know what it is, it could be a regional police uniform from the 20s or 30s etc. Some sort of non-military Admin or Civil service uniform.
