Hello Steve,
In my opinion, this is a nice, period made, machine woven cap eagle, if I am guessing the size of the eagle properly, otherwise a breast eagle.

One of the many variations of embroidered eagles.
As original as it gets!

I have several of these and also think they are original but I do not think they are early. I think they may have been privately made (not issued) for sale to look like the earlier War eagles and were made during the War period.

This looks like a breast eagle to me with the wing/body proportions?
