Cloth Heer decal in photo album

I encountered this cloth Heer decal pasted in a photo album, next to a cloth DRL Sportabzeichen. I haven't seen this before.. can someone please enlighten me what we are looking at?

First I've ever seen. Interesting whatever it is and note eagle's head is facing opposite of a decal. Thanks for sharing and wish I could help with this one.

I feel like I have seen this as part of a larger cloth patch design. I can't put my finger on what the larger patch is though. But I'm certain it has been cut down from a larger patch.
