Yours is obviously a private purchased one (typical for officers), but they also existed as issued ones (of all branches, incl. female ones).

It is a standard officer's cape. Neat items but not worth very much. I actually would say these are worth less than a nice overcoat with shoulder boards etc. In the US probably selling now for no more than 350.00-400.00 USD or less.

Several months ago there was a very nice cape like the one pictured on our uniform forum for around $400. It was on there for weeks - I don't know if it ever sold.

The link is for a WWII era private purchase rubberized cape for a bicyclist. Probably used by an officer but not the same thing as the one that started this thread.
