Unknown lanyard

Can anyone help me identify this lanyard? It is too short to be of practical use.

Key chain or watch fob probably.... possibly a whistle lanyard if long enough (doesn't look it).

It could have also been made for a child's uniform as well. Very hard to say.

May be a very short pocket whistle lanyard, but appears something may be missing from brown thread end, maybe sewn around whistle loop?

Wouldn't be military, but maybe police, SA, NSKK or?

Have seen many looped whistle lanyards hanging from tunic pockets in many period photos.
