Ron, that is the rare variant to be used with the ROA open-necked combat tunic - which as any collector worth his salt will tell you was worn with the tie - so the wearer would not be distracted by a reversed swastika when tying the perfect Nazi knot in the mirror. Charlie Snyder said so himself...
I'm sure I've seen a photo of the "reversed" insignia in wear. It was assumed that it was sewn to the jacket incorrectly but your example could explain the situation.
