2 shoulder boards for ID

Could you help me please with these two German WW II shoulder boards . I got them pretty accidentally , and as Imperial German collector don't know too much about them .
All I have figured out is the one is a OberLeutnant , Heeresvervaltung
the other one major Panzer ?
Any value will be very appreciated too as it will probably finish at the EStand .

Both of your ID's are correct. They both have low values due to condition of the major's board and collectability of the HV board.
