Army HBT cut-off question

I just received this off of the e-stand and wanted to know if this Wehrmacht cut-off can be attributed to a particular type of tunic? And is it common that Army cut-offs have a different type of material sewn to the back? I've seen this with Luftwaffe Flieger Tunics, but I don't know much about Wehrmacht.

Looks like a HBT a material.

Any thoughts would be greatly appreciated.
