Officer breast eagle opinions please

I have the opportunity to buy this eagle for $65. It looks good and used the way I like them. I would like some opinions please.

It is a nice worn original officers Bullion breast eagle. It is missing some highlights but it is still a nice solid piece.

Can anyone tell if it is panzer or army. I took the picture in the sun light and it was hard to see the dark green that I am used to. It looks more faded black. At least it does to me.
