what tunic with arm eagle is this? SS Bautrupp?

I have a set of photos here, where I can't assign the right unit.

They are early, taken in Kutno/Poland, and showing some built of rails. Imo they are related to the built of the KL there. There are some SS men shown.
Do one know this kind of arm eagle? The sidecaps are WH style, the officer in the group photo seem to be an Sturmbannfuehrer, but the insignia on the visor is wrong. So what are they?

Railway. Bahnschutz personnel for the most part. Notice the larger wreath with a winged wheel on the peaked caps. Blue uniforms were worn inside the Reich while the lighter color uniforms with dark collars were worn outside the Reich.
