I thought the medical trade mark was supposed to be 11 cm from the end of the sleeve..?..
Either he has VERY short arms, or he missed the idea..this must be 31 cm from the sleeve, just at the level of the elbow...

But what are regulations fore if not to bend and break..?..

I think what you're seeing is the folds in the fabric of the sleeve created by arm movement.
