To me it appears to be a very nicely toned Heer eagle.

Bonjour Labulle,

I agree with Fred: very nice Heer Army Ofiicer (or Kriegmarine Beamte who also wore silver) summer uniform breast eagle with great detail and patina. Same maker as the attached set but yours is an earlier strike IMO (sharper detail). Note the same die flaw (flat spot at the top right side of the wreath (more evident from the back) and the same hardware
