KM peacoat?

Well I found this for cheap so I purchased it so I can have something for my bevo KM eagle to go onto. But not sure if it is original or not. Buttons are all marked -Kriegsmarine- and dated either JFS 1941 or 1942. They also show a variety of what I am guessing are makers numbers 15, 51, 56, 114.

Arm insignia. I thought it was plastic but it is metal and I can feel a metal backing plate behind it. Patch is hand sewn with cotton thread. What rate does this signify?
