That could very well be. I bought it in a box full of all WWII German photos, but it could be early DDR.
Here is a close up, but I am not sure if it will help any.

Hi Karl,

uniforms with the "scalloped " pocket flaps are usually of Austrian origin.and were worn by the W/H. This is shown in some reference books (JMO)
