Administration(?) Shoulder Board ID

Hello All,

Came across these shoulder boards that I will be trading or selling away. Would like to know what I have for an accurate description. I assume an Oberstleutnant with an Administration Branch...please let me know your thoughts.

The left board has a 19mm button while the right one is 16mm. The pips are also slightly different, but materials and technique of the boards themselves seem to be mirror images.

The 19mm button is "Overhoff & Cie" maker marked with "19" and "OLC" in the diamond. The 16mm button is marked with "16", "M" and "OLC" in the diamond.
