Hello,

I believe that they are Heer officials insignia. Johnny R will know what they are.

These are Heer Sonderfuhrer tabs and straps, worn on an officer's tunic with a blue gray collar (and blue gray cap band) by specialists (interpreters etc.) employed by the German Army.

Interesting to see the green Post group G/O on one side and what appears to be a silver Post group Z shoulder cord on the other side.
