In my opinion, it is an original tailor made (Schneider) piece. Since the rank is Unterfeldwebel, it was probably never sold or the buyer never put pips on it to use it.

I agree with Schulterklappen.
Tailor made, and narrow configuration much favored by senior NCOs and
officer candidates. (the idea was to show the least of the dark green backing and the most of the silver to come close to officer's boards but still adhering to NCO configuration).
As my friend Schulterklappen notes, this strap is probably unissued and thus no pips.
Currently on German Ebay, yes?
