If they are a true gray, they would be for Propaganda. Here is the caveat, they would be extremely rare. If I remember correctly, Propaganda started out using a zitroengelb signals type of Waffenfarbe. Later, they used gray as their Waffenfarbe. One problem is that some of the light-blue cloth and piping used for Nachschub will fade to a grayish color and be marketed as Propaganda.

Number wise, the Propaganda units would make up just such a small proportion of the Heer; this is one of the reasons for the rarity of the Waffenfarbe.

DDR collar tabs for Missle units also used this configuration of collar tab. If the backing is very stiff and thin they are most likely East German.
