Odd Construction Shoulder Boards ???

I ran across a few pairs of these unissued boards - the pics show a LW flak but the Heer boards were the same. Best way to describe them is that they are like a sew in board on the end, but not long enough to be sew-ins, and each board has a narrow tongue that has been factory applied.

Are these typical repros?
