Stripped foreign tailored tunic, Dutch Made?

A US dealer is offering this tunic stating that it is a stripped German tunic.
What's certainly German are the buttons...added? medal loops added, shoulderboard loops added? but the rest???
The wool does look like Polizei color wool...or Dutch Blue-ish Green wool...
So perhaps it has a chance of German use but foreign tailored (Dutch?)

I posted it in the Italian Axis section earlier thinking perhaps it's something the Balkans (Yugo? Serbian?) but confirmed not from that region...

    Here some more images!

Here's s standard Dutch tunic from my collection...
      Note tailoring;
-fake French cuffs (not as tall as the German standard...,
-buttons very close to the edge
      -pocket flaps shape
      -wide pocket pleats
-skirt pockets placed slightly higher than the German norm...
( not at bottom's edge almost!)

I see some tailoring similarities... (but lacks waist seam line...and 6 button count...not Dutch 7...)
This strange tunic does lack skirt pocket pleats which is actually also often see on Dutch tunics...
Could this be some kind of Dutch-Germanic Hybrid tunic?
The back panel does not have typical Dutch prewar tailoring but does match Dutch war time made
labor tunics (pattern '42) with simpler back panel. (those also came with unpleated skirt pockets btw)

The German hardware (buttons + loops) mean nothing, nor does the dealer's description... but who knows?
or is it something entirely different? (it's not Swiss or Swedish)
Anybody recognize the nationality of this odd duck with German buttons?

Looks like swiss wool to me.
