    Any opinions what this could be???

        I agree, the board pattern is zoll. I only know about Army items really but most of these boards would had an "RFV" device. The WH used the same eagle for wartime officials, Heer only used the device in silver, KM used both silver and gilt. Not sure about LW. These are Heer board examples- the second image one device is out of focus. I already put them away but you can see the first one.
