shoulder boards but what service/branch??

got these boards a few years back and iv never been able to found out what branch there are from! i think they might be rural police but thats just a guess? anyone out there know what there from? thanks for any and all help!!

I cannot tell the color of the center cords from your scan. If they are brown, your boards are wartime Rural Gendarmerie. If they are green, your boards are post-war Rural Gendarmerie.
