Hi guys ,does anyone know about these.I cannot find a real one to compare with.
the Claws and the stippling are of a concern to me.

Hi Pete

One dealer currently has the same identical bird as yours listed as a "State Service Cap Eagle"
and it also matches the few others I have seen so it looks OK to me.

The stripling and claws are typical on these because the intent was to make the bird looks as if it was embroidered even though its made of metal. You see the same thing on some perfectly original Kriegmarine metal cap wreaths, eagles and cloth mounted breast eagles but I'm not sure what the reasoning was behind it. Maybe someone more knowledgeable can kick in with the explanation
