Armed Forces officials - Army - Wehrmachtbeamte - Heer, Officer grade.

They appear to be for the Elevated career – gehobener mittlerer Dienst or gehobener Dienst. They have a white secondary color which was for the "Standard Career" or as most people call it the "Paymaster career", though that was only one of many careers associated to this color nebenfarbe.
