9 place ribbon bar-???

Hello all, a friend would like opinions on this Nine Place Ribbon Bar. Questions regarding its authenticity as period put together or a Ohio-Type creation utilizing Wartime Ribbon and devices. Ribbon does not glow under black light and devices appear good.

Thanks Guys, that should settle his feelings on the matter. I had mentioned to him that it looked Ohio-type mfgred. But it's always a big plus getting others to opine on an item to finally put it to rest and he's comfortable now knowing its Provence.
