Neat, looks like it saw some action.
Taken off a feldgrau jacket, usually one sees these applied during production of the jacket as they are sewn into the seem of the cuff. This one was applied later on.

No, not really, since the cuff is so high up it is impossible to tell if it was just an m43, m44 tunic or something else.
