Those are for a Beamte a.K. (aufs Kriegsdauer) 1939 regulations. Give me a while and I will show some period documentation on them.

I am guessing that is why he is wearing an oddball hat (Austrian perhaps?), as I don't see them at the top of the food chain when being issued uniforms etc.
