The abbreviation and the name is for "Zahlmeister Georg Kapler" (with some help from afar) so it was for an Admin officer who was a paymaster. This looks to me like an older attempt at restoration. The tabs and armelplatten appear added. It can be restored but I doubt the tab applications are WWII period. The eagle is a beautiful example but in Image #1 looks like it was sewn on to something else before.
