Shoulderboard black SS Panzergrenadier or WH Panzergrenadier ?

Up to now I thought:

black underlay = Panzer (wrapper)
field grey underlay = Waffen SS

But here I am a little bid confused ? IMO it must be WH Panzergrenadier for the black wrapper ?

Which kind of Panzergrendiers had black wrappers ?

The color of the whole strap is absolutely sure BLACK !

IMO:

wiesengrün = Gebirgsjäger, Jäger
hellgrün = Panzergrenadiere

For me it´s absolutely sure hellgrün !

or maybe its early pre 1942 pattern SD, before they switched to Polizei type shoulderboards...(Toxic green/gift grün)
