Some unknown (Heer?) uniforms on a photo

Does anyone know what uniforms they are wearing?

From the pictures, I would say OT.

The NCO on the left is an NSKK Transport Auxiliary while the Officer on the right is from Org. Todt.

Agreed its a Speer transportation (TKS) NCO on the left (with typical Heer like shoulderboards so a transport auxiliary post NSKK)
wearing a typical black M43 cap with metal insignia, as issued to Speer TKS transport personnel
and on the right an OT officer!
