Looks to be veterinary with the snakes removed from the boards. The Aiguilette is East German.

Although it is difficult to tell exactly from the photos the shoulder boards look to have the subdued (field type) and not bright Parade Dress Quality ones with the high sheen to them that one expects to find on Parade Dress Uniforms. The reminder of the insignia look OK.

I agree, the boards look tacked in there and poorly sewn etc.
