Some new insignia, cut offs... and one unknown piece

Recieved these today,
unfortunately someone stuck a pin thru the middle of the
breast of the one bird.

Does anyone know what the piece is at the top, I believe it
goes on a visor, kind of reminds me of Reichsbahn but I really
dont have a clue.
Any help with that piece would be appreciated.
