Is it common to see different sizes of breast eagles? I'm assuming these are both original.

That is normal, also tabs and boards cut short. Some people were very small by today's averages and insignia was made to be proportional to tunics contrary to depictions of eagles in Combat! for us old guys. Some smaller eagles also could be larger cap eagles but it is easy to tell for most.

First one is fake for sure,not sure on the 2nd smaller one but not really digging it.
