Hi Patrick
Your picture is a bit fuzzy but so are all of mine (I like to think of this fuziness as a personal watermark ) but this eagle is very distinctive. Its a Wasserzoll (Water Customs) cap eagle very similar to mine.
Land customs cap insignia is silver coloured and more common. I have attached a (also fuzzy) picture of my late (zink) land customs set and early water customs eagle for comparison. Cant see your back picture but my specimen has 2 flat clips soldered on back and appears to be made of brass with a gold coloured wash on front. I have also seen these eagles/wreath sets in aluminum and zink but I suspect that earliest specimens were in brass for Wasserzoll.
Good luck in finding a wreath for this bird I know they must exist but I have never been lucky enough to have seen one for sale
