Strange White HBT Drill Tunic

Hello all,
I have had this HBT drill tunic for quite some time now, and I am wondering if I could get some input on what exactly it is. I am familiar with the Germans HBT drill and work uniforms, but this one is different than the norm because of the collar and the insignia on the collar. The stamp reads:
