Kriegsmarine coat?

today I have got some things from the vet´s daughter. There was also this coat.
Someone knows more about it? It´s not leather it feels like rubber. The bi buttons are marked "besonders haltbar" at the back the small buttons are marked PRYM or Echt Prym.
