Unknown shoulder board help

Unknown to me anyways, I know it's in horrible shape
but curiosity has me wondering what it is. Looks like gold piping, or maybe
just tarnished

Where did it come from? That could be anything from European pre WWI to a US Circus marching band shoulder strap from the 1920s etc.

It came with a group of items, all ww2 german, half political half other branches.

Hungarian dress straps are like this in width. Try the International forum. I do not think it is German unless it is 19th Century of a formal uniform for something else.
