It looks to be a pioneer specialty patch for former Teno members ( wheel).
I bears similarity to the SA Pioneer qualification patch of 1937, however that patch had no wheel and a pickaxe as opposed to a Pi axe.
It has feldgrau background though..

Construction looks post war East german to me.

correct,

I just found out that it is a Pioneers Arm Patch from the east german army.

used between 1961-65
