this is the tunic from my uncle. Is there a special reason why he weared BLUE! Litzen on his tunic???

That's wrong, all KM NCO's wore blue tresse on the tropical tunics.

Maybe your friend did not know what he was commenting on, as all Km trop tress should be blue, though you do see normal gold tress used as well on trop uniforms.
