The lower right segment is the coat of arms of the city of ST Nazaire, a ship with a key on its sail, underneath a large key. The rest I'm not sure about, but probably to do with HS flottilla. Probably WWII German, but I dont know.

The bull on the right upper part if the crest is the 7th Uboat Flotillas emblem

Clearly this is uboat related. The 7th Uboat Flotilla was stationed at St Nazaire

I agree with the bull, the ship below the bull is the coat of arms for St. Nazaire,

"H-S Flottille" IMO is for Hafenschutz-Flottille, basically harbor security group both boats and land based service units.

The other symbols probably are for other units stationed there:

U-96 also used the 7th Flottille wappen, there were many others as well. U-2507 used the ladybug, although too late to be at St. Nazaire, again there may have been others. Are there any markings on the back of the plate?
