Luftwaffe Disks - What are these?

I bought these in a small lot of misc "junk" - they are 2" in diameter, cheaply made of tin. They read "Luftaufsicht Berlin" and "Luftgaukommando I".
Anybody know what they are? Perhaps property tags of some sort?
