No, it is TSD, Truppensonderdienst, basically HV after early 1944. "Cobalt Blue" but sometimes they leave the HV boards and just change the devices. I cannot tell if the boards are blue or green on the one for sale.

Wehrmacht Medical personnel used the Staff of Asclepius, TSD used the symbol for Staff of Hermes also known as Caduceus. It is HV/TSD.
